The Demise of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the current period. By day, political struggles are conducted: hopeful statements are issued from various governments. Significant resources is allocated on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from across the border, a capability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: multiple launches fired to intercept a incoming threat. This was a advanced protection mechanism at work, probably supplied through partner states. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly transforms into grim resignation: perhaps the approaching threat won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: several casualties, devastation and heating outages in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are demonstrably unable to replace in the near term.

Failed Diplomacy

The 28-point plan from Washington generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new approach from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unrealistic to compel Moscow to surrender the land that it already controls in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, US leadership does little to discourage Russia, through statements or actions, from thinking that the status quo will not change more in its benefit in the near future.

Divergent Views

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its favour.

Existing Situation

Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
